Abstract The article analyses the development of Public Employment Services (PES) in various countries. In most EU countries state-monopoly in job broking was abolished only just a few years ago. This development follows the general tendency towards privatisation of government services and deregulation. As a result, the prevailing strategy is to privatise job brokerage whenever possible. Moreover, there is a trend towards involving private job placement and training agencies in the implementation of government measures. In a great number of countries the PES has lost its traditional dominant role. In particular, municipalities are increasingly involved in determining active labour-market policy and they do not necessarily use PES to implement them. In fact, private agencies are now often responsible for subsidised job placement. |
