Abstract The article deals with the reform of the Catalan Statute, which was approved in a referendum on 18th June 2006. The author defines the contents of the Statute and points out its peculiarities, such as the reference to the Catalan National identity contained in the Preamble. The wording is such that it offers recognition to the fact that many Catalans feel that they belong to a Nation, but without giving explicit nation status to Catalonia. In this regard the author examines the clauses regarding civil and social rights and obligations of the citizens of Catalonia. The author goes on to describe the expansion of competences of the Generalitat de Catalunya. The Statute of Autonomy of 2006 gives the Generalitat a series of powers some of which are exclusive, some concurrent and some shared with the Spanish State. Finally, the author describes the reform of the financial system (a larger share of taxes raised in Catalonia will now be retained and administered locally), the justice system and the relationship between the Autonomous Community of Catalonia and the European Union. |
