Abstract The author analyzes the articles of the Spanish Constitution regarding regionalism. Spanish Comunidades Autonomas are regulated by their respective Statutes of Autonomy and by regional laws, with the exception of those that have obtained top level of autonomy ex art. 151 CE. The Statutes are legal sources subordinate to the Constitution, while the regional laws regulate the organisation of the Comunidades Autonomas, as provided for in the Constitution. Regarding the form of government of the Comunidades, the author points out that art. 151 CE and art. 152.1 CE provide for a parliamentary executive with a powerful Premier. All the Comunidades have accepted such a model after the so-called acuerdos autonòmicos signed by the two major political parties at the beginning of the 1980s. Finally, the author examines the widespread competences of the Statutes in disciplining the functional and structural aspects of the autonomy of the Comunidades. |
