Abstract This article focuses on the implementation of constitutional reform. In particular, it deals with those Italian Regions, which have passed their Regional Statute and electoral law as provided for by constitutional law 1/1999. The author does this in order to verify the state-of-the-art of federal reform in Italy and the role played by the Constitutional Court. In particular, the author demonstrates the lack of innovation to be found in the new Regional Statutes and electoral laws. With regard to the form of government, the Regions have limited statutory autonomy, both in terms of the standard model of direct election and the relationship between the Regional Statute, on one hand, and the regional electoral law, on the other. In fact, all the Statutes adopt the standard form of government foreseen by constitutional law 1/1999 and asserted by the case law of the Constitutional Court. In order to clarify the contents of the constitutional reform and to evaluate its implementation, attention is focused on the relationship between the President, the executive and the legislative, as well as between the political majority and the opposition. Finally the author makes some observations concerning the regional electoral system. |
