Abstract

Tony Blair formally resigned from the office of UK Prime Minister on June 27th 2007 and Gordon Brown was appointed in his place. He made major policy announcements, and most significantly, proposed a Constitutional reform. In fact, on July 3rd Brown presented to Parliament a green paper entitled The Governance of Britain (TGoB) embodying his proposals. Part of the proposed reforms may be seen as steps to address unfinished business inherited from the Blair Government (e.g. reforms of the House of Lords and the Civil Service), while others concern unexpected issues (e.g. powers to ratify treaties and war-making powers). Moreover, he also sets the drafting of a written Constitution for the United Kingdom as a goal of his premiership. After a wide-ranging consultation on key elements of the proposals, a Draft Constitutional Renewal Bill was introduced to Parliament in March 2008.
