Abstract The author describes the Brazilian federalism history for analyzing the problems which are still in the form of State of the Constitution of 1988. Particularly, two problems are identified: the regional differences of the territory, with the demand of coordinated politics of development; the relationships between center and periphery which are still influenced by the personalization of the power. |
