Abstract

The figure of the Municipality is one of the most original characteristics of the Brazilian federal system. It is identified as constitutive element of the Federation and holder of legislative and administrative functions. The history of Municipality is connected to two elements: the particular form of the Portuguese colonization in Brazil and the big extension of territories that have favoured the local power as privileged place of the institutional activities. The Constitution of 1988 has increased the value of the role of this territorial body.
