Abstract The article describes the origin and the evolution of the experience of Porto Alegre’s Orçamento Participativo in order to observe how its main characteristic was that of not being formalized in juridical norms in order to adapt itself to the demands of society, by using the organizational autonomy of the municipalities fixed by the Constitution of 1988. |
