Abstract Once verified that asymmetry is a widespread characteristic of regional and federal States, the article analyses the various causes of this phenomenon. As the term “asymmetry” describes many different phenomena, the article tries to draw a classification based on the content and the intensity of this asymmetry, focusing the attention on the Canadian experience. The most intense (or, maybe, the authentic) form of asymmetry is the one that allows some components of the State the power to derogate to constitutional provisions. When these derogations have an influence on individual rights, the asymmetry determines a differentiated citizenship that can represent an unfailing necessity in multicultural societies. |
