Abstract

Nation-states are nowadays threatened on one side by multilevel governance and, on the other, by an increasing role of the international organizations and legal and illegal forms in which the society is organized. As a consequence, public powers have to develop a greater incisiveness, which is to be identified with the concept of “government” rather than the one of “governance”. Trying to face this challenge european institutions are fronted with the problem of their limited democratic legitimation and the ineffectivity of the communitarian method, however useful this latest might have been in the past. In opposition to the different solutions of reformation of the European Union proposed by Federalists, by the supporters of the intergovernative method and the ones of national sovereignties, the author proposes a “mixed government” for the Union, founded on a strenghtened sinergy between the Commission and the Council, as for the executive power. This proposal is likely to start an original way of European federalism satisfying both the need of integration peculiar to some Countries and the one of graduality typical for others.
