Abstract The topic of the constitutional patriotism had an important place in Spanish political debate at the end of 2001 and at the beginning of 2002. The Popular Party of Prime Minister J.M. Aznar proposed an interpretation of the Constitution of 1978 as the set of values common to all Spanish citizens, but also suggested to stop further reforms aimed to decentralize the State. On the opposite side, the opposition Socialist Party proposed a federal reform of the State and the trasformation of the Senate in a Chamber of representation of the Regions. The debate showed that the relation between State and Regions remains the most successful, but also the most controversial part of the 1978 Constitution, and for the first time in 23 years, signs of crisis in the consense of the major parties about the Constitution emerged. |
