Abstract

This article analyzes the main organizational aspects concerning the EU Convention,an organ introduced by the European Convention of Laeken, in charge of examining the essential matters related to the future developmentof the Union. The decisions taken on a structural and pragmatical level (procedural rules, advertisment, workshops, building up ofa forum ecc.) are highlighted also in comparison with those taken by the Convention which drew up the Chart of Nice. That is to verify if and how the Convention can assert its autonomy able to influence its own character and role: from a representative of heterogeneous entities, gifted with preparatory tasks, to an unitarian expression of the interests of the Union, in charge of determining the future political-institutional asset of the Union. The attention is particularly focused on the different “institutional policies” testified both by the organizational solutions taken in the past and the most recent arguements and procedural steps.
