Abstract The paper analyses the devolution process Corsica was involved in, from the eighties up to the promulgation of the recently introduced Law dated 22 January 2002 n. 92. Having analysed the principles which govern French regional decentralisation process and in particular the way these principles reconcile with the Republican indivisibility principle, the essay examines the characteristic features of Corsica and the way that these have been reflected into the island’s special statute for the last twenty years. The latest revision concerning the enlargement of Corsica’s Assembly’s power to enact laws and regulations and the consequent decision of the Conseil constitutionnel are then analysed. The paper ends with an overview of the existing perspectives at constitutional level for expansion of devolution in favour of Corsica, in the context of a still unitary France in a decentralising Europe. |
