Abstract The Author analyses the form of government of the European Union after the Treaty of Lisbon. Notwithstanding the fact that the Treaty has a very similar content compared to the rejected Constitution, the Author focuses on the new features of EU Institutions (the European Council, the Council and the High Representative of the Union for Foreign Affairs and Security Policy, the Parliament and the Commission) and on the procedural reforms, that strongly influence the EC decision making process. Procedural reforms are coupled by an increased degree of deliberative democracy. In conclusion, the Author stresses that it is very difficult to classify the EU form of government because it is something in between a parliamentary and a presidential executive. |
