Abstract The Author argues that the draft of the Lisbon Treaty achieves a more precise delimitation of powers between the Union and the Member States by introducing a catalogue of competencies. Moreover he underlines that the principle of subsidiarity is the key of the new system in allocating competencies between the Union and the Member States. |
