Abstract The article focuses on the higher education system in India, with special attention to the organizational set up of Universities. In the first part are displayed some quantitative data about the system. Then the articles describes the constitutional framework of the right to education, connected by the Supreme Court to the right to life, and then integrated in the constitutional text in 2002, by a constitutional amendment, with the status of a “fundamental right”. The article continues describing the set up of the competences of the Union and of the member States concerning Higher education and University, and the consequent problems of coordination of their actions. In the last part the author discusses the main problems of the University system today: the large number of students, the increasing privatisation of some sectors (especially in highly qualified technical studies), the recent debate concerning the governmental policy of “reservation”, creating “quotas” for backward classes in the access to universities. |
