Abstract

In this paper, the Author analyses the long history of the Italian university system. As defined by the Constitution, the main purpose of higher education is to promote the nation’s scientific progress and provide all citizens with education and training that will lead to employment. But, as this essay shows, in Italy, especially in the last forty years, the waves of reform have been for many parts in contrast with these goals. This is more evident in connection to the controversial principle of university autonomy (article 33 of the Italian Constitution), especially with regards to finance, management and accounting.
