Abstract The Austrian university system is involved in that wide reform process that has been affecting the European legal systems for nearly ten years. The legislative rule, introduced with the Federal Law of 2002, had given the public universities a wide managing autonomy. Such configuration for the self-government of universities needed a new constitutional legalization, which was provided with the Constitution Amendment of 2008. The new regulation of Art. 18c B-VG grants autonomy with reference to the complex of activities carried out in the public university system, along with a second guarantee assigning the freedom from directions, i.e. the liberty of choice and participation in the decisional procedures, to those who work within the university structure. |
