Abstract The Ibero-American university system is very original, despite its coherence in comparison with the typical models of Europe and the United States. The article describes first the history of higher education in the countries dominated by the Spanish and Portuguese monarchy, from the foundation of the universities of Mexico and Lima in 1551 – strongly based on the example of the University of Salamanca – up to the reforms of the XX century. Then, it underlines that the right of higher education and academic freedom are faces of the same coin, because no right of higher education without university autonomy as institutional guarantee can exist. Nearly all the Ibero-American Constitutions recognize the university autonomy, even if not equally. Finally, the essay treats the issue of the public economic support to the university. |
