Abstract

The Russian Constitution of 1993 provides for several proceedings for passing amendments: with a “very special” majority, with a special majority, shortened and simplified, but during the last 15 years the same Constitution has been subject just to informal or anyhow unsubstantial amendments, such as those passed in order to alter the name of the several federal Entities or to describe their merger, whilst the constitutional law implementing the rules on the total revision of the same Constitution has not yet been passed. On December 30, 2008, however two laws amending the Constitution have been enacted; the former increases the duration of the President’s term from 4 to 6 years, and the Duma’s one from 4 to 5 years; the latter has imposed a duty to the Executive to regularly report the Duma on its actions. Such amendments have been classified as “adjustments” to the Constitution providing additional resources in view of giving stability to the constitutional institutions.
