Abstract

The essay deals with the issue of territorial changes in France. The Author argues that the feasibility of these procedures has to be found in the balance between the decentralization and the principle of indivisibility. Indeed, the latter not only does not oppose change, but it also does not offer resistance to variations or to the territoryalizationof the law. The essay therefore offers an overview of previous reforms distinguishing the geographic concept of terri- tory (i.e. the borders) from the concept of territory as the space of implementation of the law.
