Abstract This article provides a brief outline of the novelties introduced following the approval of the Local Government Act 1999 and Greater London Authority Act 1999. Particular attention is given to the form of government at local level and the problems related to the asymmetrical structure that regional and local government have assumed after the devolution process began in 1997. |
