Abstract

In this article the Author describes the role of the Ombudsman for protecting human rights in some of the new democracies which have originated from the dissolution of the Russian empire. Special attention is given to the complex relationships between the Ombudsman and the political institutions on the one hand and the Supreme Courts on the other for achieving better his objectives. The Author then analyzes the human rights protection in Armenia, where the Constitution of 1995 does not provide for the Ombudsman institution and the judicial review is rather restricted.
