Abstract The author, President of the committee for the development of European institutions appointed by the French Prime Minister, examines the work of this committee and considers the various aspects of the debate on the reorganisation of European institutional structures. In addition to the numerous proposals for institutional reforms, the committee believes that a constitutional pact, including a Charter of Fundamental Rights, the basic principles of the EU and the structure of the European institutional system (e.g. the competencies of the Member States and the EU, and the previsions for the composition and functioning of the institutions), is essential in resolving issues such as the enlargement of the EU and the needs of more open, democratic and accountable institutions. |
