Abstract A consideration of the latest constitutional developments in the Ivory Coast beginning with the attempt to introduce regular reforms by institutions at the end of 1999. These reforms aimed to increase the protection of human rights and freedoms and to promote government stability. Their sudden interruption with the December 1999 coup was due primarily to the impossibility of constructive dialogue between the major parties and has led to the country’s current military regime – a serious obstacle to a real implementation of democracy. |
