Abstract Independent authorities first appeared on the scene in Greece at the end of the 1980’s with the national broadcasting Council. After an initial uncertain start, recent years have seen their numbers grow. Protected from external administrative interference, they enjoy both structural and functional independence and to a lesser degree, regulatory, executive and jurisdictional powers. Parliamentary control is facilitated through the linking of each body to an appropriate Ministry which, in the majority of cases, controls their budgets. Member selection for the bodies varies but includes personal requisites and political and professional compatibility. Executive acts can be annulled by the State Council with all other disputes going before the administrative courts of first instance, except in cases where specific institutional laws of the body apply. |
