Abstract The article compares the Italian and German constitutions over the ten years leading from German reunification (1990-2000). The principal changes to both systems are highlighted: the German movement towards constitutional unity; the troubled Italian changes to the form of the State (federalism and social reform). The difficulties experienced by both constitutions have revealed a common problem; that of institutional reform. The author shows both the differences in approach to constitutional issues but also the similarities, determined by the increasingly-dominant influence of European integration on the two countries’ internal and constitutional affairs. |
