Abstract The introduction shows that despite considerable differences between countries, local public services are usually run by Councils or by private companies overseen by Councils. Licencing procedures are not always clear or open to competition. With some exceptions, local public services are often not in line with the competition principle stated by article 86 of the Treaty. This leads to periodic legal action which can only create uncertainty. |
