Abstract

The work is divided into two sections. The introduction gives an overview of the concept of public services and its evolution through the traditional distinction between administrative public services (s.p.a.) and industrial and commercial public services (s.p.i.c.), focussing in particular on differences between the positions of government and consumer. The second part examines the subject of local public services (for which jurisdiction is entrusted to councils, departments, districts), pointing out the principle fields of intervention, the differences with national public services, the means of administration with particular reference to the Sociétés d’économie mixte locales, the difference between marchés publics and contrats des délégation and the recent changes to the associated doctrine determined by community policy on competition.
