Abstract The main issue of the pacific and democratic transition in Chile should be a “new” Constitution (not a piecemeal reform of the “old” Constitution) and a progressive reduction of the role of the military power. It is necessary to deal with a real constitutional process, also setting aside the constitutional amending process of the Constitution of 1980. |
