Abstract In his brief article, J.F. Palomino Manchego outlines in short the main traits of self-government, which in conformity with the 1983 Peruvian Constitution marks out the Municipalities and in general the local government of the Country, underlining its historical development and setting it in the main theoretical processing framework on local government matters. In particular, the Author highlights the gap between constitutional text and accomplishing practice, oriented in the centralistic way despite the clear constitutional openings and puts in evidence – through an investigation of the local sources as well – the importance of developing the local government autonomy prior to the regulation texts, a way to avoid not only centralization risks, but also authority arbitrary concentration. |
