Abstract

The article analyzes how the system of Spanish regional entities (Communidades Autonomas), established within the Spanish Constitution of 1978, is participating to European integration process. At the European level the article takes into consideration the participation of CC.AA. to some institutions of E.U., such as the European Council, the European Parliament and, namely, the Committee of the Regions, and to the communitarian normative process. At national level, the article goes through, on one side, the tools which Spain has foreseen to make possible the participation of C.A., within their competencens, to elaborate the position that the State will present and defend at European level (ascending phase) and, on another side, the tools and the proceedings by which the European law is received and executed in the Spanish legal internal system (descending phase).
