Abstract European Union (EU) support of human rights and democracy is firmly established in the treaties. Electoral assistance activities are therefore part of the EU mandate and have consistently been developed in recent years. Initially, the EU adopted an ad hoc approach in organizing electoral assistance and observation missions. Afterwards, in April 1999, the Council passed two regulations (975/1999 and 976/1999) which provided for a specific legal framework for electoral missions in third countries and established that this kind of activities should always be undertaken under the first pillar. Not with standing the progress made towards a more systematic approach to elections assistance and observation, a EU Election Unit has not been created yet. An effort should be made also to enhance coordination with other organizations operating in the field of electoral assistance, such as the OSCE and the Council of Europe. |
