Regional and local peculiarities have played a major role in reshaping the “original” concept of citizenship, bringing about significant results. In such a perspective nomads, stateless, nonmuslims, shi`is, Persians and women are all categories that need special attention. Citizenship legislation has been used, too, as a measure to limit the access to the political arena and to the benefits of the rentier State system, and all Gulf countries have adopted severe citizenship laws. Nonetheless, some recent experiences (i.e.: the expulsion of Palestinians from Kuwait, the policy of “Omanisation” in Oman, and the extension of voting rights to citizens of other GCC member States in Bahrein) prove that the notion of citizenship in the Gulf is evolving. |
