Abstract

As regards foreign policy, security and defence, the Constitution drafted by the European Convention shows both strong points and shortcomings. A positive aspect is the institution of a Foreign Minister for the European Union and instruments of cooperation in the field of defence, while a negative aspect is the fact that there is still a great deal of uncertainty as to the definition of competences, the instituional framework and the decision-making procedures related to the above-mentioned policy areas.
