Abstract The article examines the different kinds of agreements which can be concluded by sub-national entities in the sphere of trans-border co-operation. Special attention is devoted to the powers of the Regioni. After a general analysis, supported with the account of the practice, a more specific attention is given to the new opportunities created by the recent reform of the fifth Titolo of the Italian Constitution, which has undoubtedly provided the Regioni (not, however, the other subnational entities) with considerable new powers. In conclusion, a more significant role of the Regioni seems to be emerging, thanks both to their new international rule and their legislative power in the field of their international relations. |
