Abstract By questioning on the reasons underlying the way Canton’s external power has been set in the Swiss system, it is shown that the system itself has evolved in that direction. The risk of reducing cantonal powers by the way of a centripetal evolution that increases the power of the Confederation explains the effort to enforce the Participation of the Cantons in the decisions of Foreign Policy ofthe Confederation itself. |
