Abstract

The Author begins by briefly describing the key political developments in Constitutional history of Venezuela from 1999 to 2003. He then goes on to examine the content of the Constitution of Venezuela and its inner connection with the political movement guided by Hugo Chavez. The author also examines the implications of the Bolivarian form of Government according to the Constitution of 1999, focussing his attention on the Constituent Power clause as well as the Constitutional discipline concerning referendum on the Presidency, its juridical nature and its influence on the relation between the citizenship and the Executive power. The final part of the article is of particular interest as it concerns the relation between the form of government itself and both theory and practice of partecipative democracy.
