Abstract This paper deals with the integration of aliens legally residing in the European Union. The condition of third country nationals is not uniform within the Community due to the lack of policy-coordination among Member States. The entry into force of the Treaty of Amsterdam and the conclusions of the European Council meeting in Tampere marked a turning point in the move towards unitary action in this field. However, the integration of immigrants is still achieved mainly through the harmonization of the legislation of Member States. Although some progress has been made, the results do not respond to the original proposals of the Commission and to the principles stated by the latter after the Treaty of Amsterdam. In fact the integration of citizens of third countries continues to be regulated by provisions that differ from State to State. The admission and the integration of the foreigners are still powers that belong to Member States and this contrasts with the aim of having a common policy in this field. This article provides the elements for a reflection on this matter by examining the measures that have been taken and the results that have been achieved so far. |
