Abstract

Referendums in Nordic countries – Denmark, Finland, Iceland, Norway and Sweden – are analysed from both a theoretical and practical standpoint and in comparative perspective from their origins to present-day. In particular the Author examines the constitutional and legal provisions thus assessing the place of the referendum in the institutional framework of these constitutional experiences, that normally – except Denmark, with his very special position about constitutional configuration of the referendum – have held referendums that have formally been only advisory, but, according to constitutional practice, they become effectively binding for Parliaments and Governments. Finally, the continuing process of European integration – that is the “real” issue for referendum during the lasts year in the Scandinavian countries – shows various interesting elements in comparative perspective, deeply analysed in this short essay.
