Abstract The Irish Free State Constitution (1922) provided various instruments of direct democracy (constitutional amendments, legislative referendum, popular initiative), but no referendums were held. The Constitution enacted in 1937, now in force, did not include popular initiative. Up until now Ireland has held 28 compulsory referendums to amend the Constitution. These referendums concerned European integration (and sovereignty), moral and religious matters, institutional affairs and other technical and minor issues. In general, these referendums provoked a heated debate among voters with strong activism on the part of ad hoc organizations.
