Abstract Germany and Austria have tried to solve some of the problems related to their federal systems and to their specific constitutional orders by using new methods for proposing constitutional amendment. However, for political reasons, both the German Commission for the Modernisation of the Federal Order and the Austrian Convention failed in their intent. This article analyses the two experiences addressing in detail the fundamental issue of constitutional amendment. |
