Abstract The article deals with the instruments of administrative simplification and of citizens’ participation in Spanish public administration, presently two hot topics in Spain. The Spanish Constitution declares that the State has to ensure both the participation of citizens and administrative simplification. The article briefly analyses the evolution of Spanish legislation on administrative procedure from both these perspectives. Citizens’ participation in administrative actions of the State and of the Comunidades Autónomas is ensured even in subject-matters such as environmental protection and public services. With regard to administrative simplification, numerous laws have been approved over the last fifteen years with the aim of rendering public administration less complicated and closer to the citizens. |
