Abstract The Social Security Reform Plan is one of the most important examples of “Ownership Society”, a concept at the basis of various privatization programs launched by Bush during his second mandate. The values of an Ownership Society are responsibility, liberty, and property; therefore the aim of such programs is to free individuals from the dependence on government handouts and turn them into owners capable of controlling their own lives and destinies. As far as Social Security is concerned, the Bush Reform Plan aims at partial privatization of public pensions so as to allow workers to put their Social Security taxes into private pension schemes, like IRAs or 401(k)s. In this way more Americans could invest in stocks, bonds and mutual funds. First of all the article describes the Social Security Privatization Plans that have been proposed in the United States and then it looks at the positive and negative aspects by comparing them with the pensionreforms of other countries such as Italy, Sweden, Chile and Great Britain. |
