Abstract

This paper presents a new approach to EU governance by stressing the interdependence of governance and integration. It seeks to address the problems and perspectives related to the European Union’s multi-level system of governance. The principle of hierarchy that still exists in the European Union needs to be tested and new parameters of evaluation need to be employed. Using Councils for the Judiciary, Supreme Courts and State Councils as case studies, this paper suggests that new, horizontal “networks of accountability” are emerging, composed of national institutions which come together in a relationship of mutual dependency.
