Abstract The ombudsman was first introduced in Sweden at the beginning of the 19th century. It was a parliamentary watchdog of administrative officers and bodies. Since the end of the 20th century the Ombudsman has become a worldwide institution that protects citizens with respect to the administration. The essay surveys the circulation of the Ombudsman model as a form of “civic defence”. It investigates its prerogatives and functions at a national and local level in a comparative perspective; it underlines its increasing role in defending the basic rights of the citizens. |
