Abstract During the ’80s, most Latin American countries went through a constitutional transition and processes of democratic consolidation. Usually, constitutions that were adopted during this period provided for the institution of the ombudsman. The ombudsman appears to be one of the solutions that Latin American legal systems have foreseen in order to limit their institutional weaknesses, particularly as far as the protection of fundamental and social rights is concerned. In fact numerous dictatorial regimes in Latin America violated human rights. |
