Abstract The reason why the Ombudsman was established in Britain was that the redress of grievances should be freely accessible to any individual. The Parliamentary Commissioner for Administration Act 1967 was passed to give a real shape to this idea in a system where the traditional ways of protecting the citizen against the offences of the public administration were no longer effective. The need for better safeguards in ever-increasing cases of maladministration and the search for a more efficient parliamentary scrutiny on the performance of the Executive (and the huge civil service whose growth over the decades of welfare state has proved to be an unprecedented feature of the British system of government) led Westminster to import a Scandinavian-style Ombudsman. The creation, growth and adoption at local level (and in other areas of administration) of this body as well as its activities and recent transformation are the subject of this essay. |
