Abstract The article focuses on the role of the German Bundesrat after the 2006 reform of the federal system, which represent the biggest constitutional reform since 1949. The Veto power has represented a formidable obstacle to the realization of the program of the Federal Government and its reduction was demanded or the approval of numerous laws (Zustimmungsrechte). In order to solve this problem each Land has been authorized by federal laws to establish their own agencies and procedures and to pass its own regulations (Art. 84 GG). The author concludes the article by posing the question of whether this reform will really change the German federal system. |
