Abstract The article analyses problematic aspects of local public services in the context of the EU and the Italian legal system. First of all it illustrates the development of local public services; second, it addresses the more theoretical aspects, such as the economic or non-economic relevance of public services, and the allocation of legislative and administrative competences at National and Regional level. Third, it investigates the more practical side of public services management. In particular it focuses on case law at both EU and domestic level. In conclusion, the article examines the draft proposals to reform local public services currently being discussed in Parliament. |
